Do you think an increase in fuel prices can contribute to reducing air pollution?(英検準1級レベル)

I don't think an increase in fuel prices can contribute to reducing air pollution.
First, many people live in rural areas. Even if the government or private companies increase fuel prices, people cannot stop using their cars.
For example, when I lived in Hokkaido, which is the biggest prefecture in Japan, there were few trains available, so each of the family members has their car to go anyplace.
Second, the main cause of air pollution is not cars but giant plants, so just increasing fuel prices cannot solve the air pollution problem. To decrease air pollution, governments should make strict rules on those planets not to emit harmful gas.
These days, there are many electronics cars which are eco-friendly, so we should seek another way to decrease air pollution. (130words)
