Should the Japanese government spend more money on education?

Japan is said to be one of the countries spending least money on education in the world,but I think Japanese government spend more money on education.

Firstly, Japan is aged society with low birth rate, so the government have to spend money on education for Japanese future development. If children or students are not well educated, they won't be people who can support aged people because of lack of social skill or critical thinking. 

Another reason is for this global world. Most poeple have to gain English and ICT skills for gloabal world. No matter where we live, we have to use English and Computers or Smartphones, so the government has to invest money for children to get those skills as soon as possible.
